Cant buy my dream horse

I tried to buy VIP horses with horseshoes and diamonds.I had saved alot of horseshoes to buy my dream VIP horse but when I click it,I cant buy it.Players say it have to be purchased but I m from Myanmar and I dont know how.Please tell me why in a fast and short way.
